Downtown Shreveport was active early Tuesday morning with a historic buzz in the air as Broadmoor LLC hosted an informational meeting at Artspace to discuss the second phase of the Northwest Louisiana State Office Building. This critical phase marks the build-out stage of the project, following phase one—a separate contract that covered the demolition and abatement phase of the project.

This $100 million project is not just an investment in Downtown Shreveport but a significant opportunity for the Ark-La-Tex region. The scale and impact of this initiative are expected to energize the local economy, create jobs, and showcase the talent of regional businesses and trade professionals.

The meeting drew an impressive turnout of local construction and trade companies, eager to learn about the next steps. Key speakers included Broadmoor leadership, Downtown Development Authority Executive Director Cedric B. Glover, State Representative Steven Jackson, and Roy Dowling, State of Louisiana Project Manager.

Broadmoor, LLC opened the session by introducing their company and sharing their enthusiasm for returning to the project after a brief pause to finalize state funding. Now, with the go-ahead secured, they are ready to move forward quickly into the build-out phase.

Broadmoor and community leaders stressed the significance of local involvement. State Representative Steven Jackson encouraged attendees, saying:
“Talk, collaborate, partner—let’s ensure these dollars stay in our community.”

Bringing the Northwest Louisiana State Office Building to downtown isn’t just a win for Downtown Shreveport—it’s a boost for the entire Ark-La-Tex region,” said Cedric B. Glover, executive director of the DDA. Because what is good for downtown is good for the Ark-La-Tex.  It’s a project that will energize our community while creating opportunities for local businesses and skilled trade professionals. When we use local talent to build up our city, we’re not just constructing a building—we’re laying the foundation for shared growth and lasting success that benefits us all.

Broadmoor highlighted that there is an extensive scope of work for phase two, covering a wide range of trades from on-site construction to prefabrication. The company strongly encouraged local and disadvantaged business enterprises (DBEs) to seize this opportunity to collaborate and bid.

Finalized plans are expected by December 20th, with the invitation to bid opening on December 21st. Broadmoor emphasized the importance of local businesses reaching out to ensure all necessary documentation is in place to participate in the bidding process.

The Northwest Louisiana State Office Building is set to become a cornerstone of downtown revitalization, offering local companies a unique chance to contribute to a project that will leave a lasting impact.
